Day to day tasks to be performed by the Consultant:

The Senior Programmer will be responsible for the design, testing, implementation and deployment of web applications that collect, process and report out on controlled substance use. She/he will be responsible for application development tasks including researching and documenting technical designs, programming solutions, writing and executing unit test plans, researching, resolving, and testing defects, and customer technical support. The Programmer will create appropriate documentation in work assignments such as documentation in code repositories and technical design documents and will lead the release management process including technical steps to promote, test and release through the development environment, coordinating with infrastructure staff. The Programmer will collaborate with grant partners throughout the project, participating in joint application design session with other technical and program staff and contribute to grant reporting activities. Specific tasks include:

Design and code from requirements and functional specifications

Analyze, evaluate, test, debug, document, and implement Java applications

Work with staff to ensure smooth and correct operations of any code or web services used by the application.

Produce technical and user documentation as requested

Any other tasks necessary for completion of project deliverables and application support

Provide technical solutions for large scalable designs

Communicate effectively with both technical and nontechnical personnel

Communicate with programmatic units to translate business requirements into technical specifications.

Senior- 60-84 months

Candidate is able to work independently, without assistance and provides guidance to others. May have an advanced education.

72 months experience in Object Oriented Analysis and Design (OOAD) in designing and implementing information technology solutions using the Java programming language.

60 months experience in Oracle PL/SQL and developing procedures and packages

48 months experience in using the Spring MVC framework and three of the five Spring components listed below:

Spring Batch

Spring Security

Spring Web Services

Spring Integration

Spring Boot

Specify the experience for the three components.

24 months experience using JavaScript frameworks

12 months experience building and maintaining responsive web applications for mobile devices.

12 months experience developing Java web services (REST and SOAP)
